How Delta Assembly Passed State College of Education Bill

The Delta state College of Physical Education, Mosogar was one of the
four institutions established by the Chief James Onanefe Ibori’s
administration in November 2002 under the Delta State Higher Education
Project (DSHEP).

The college was established as a center to promote sporting excellence
in the state, but there became the need to upgrade the institution
from its single capacity status of physical education to an
all-embracing status quo.
Towards achieving this, an executive bill for a law to establish the
Delta State College of Education, Mosogar and repeal Delta State
College of Physical Education, Mosogar, law, 2002 was presented to the
House. According to the contents of the bill which was contained in a
letter read to the hearing of the House, the governor, Dr. Ifeanyi
Okowa said: “The Honourable Speaker and members may wish to be
informed that government intends to reposition the Delta State College
of Physical Education, Mosogar to become a Center of academic
excellence.

On receiving the bill, the House swung into action by mentioning the
bill for first reading, debating it at second reading, committing it
to the House committee on education chaired by Hon. Daniel Mayuku who
