Bandits Move Around Market Places With AK47 Riffles, Group Writes el-Rufai

Birnin Gwari Security Forum has written a complain letter to Kaduna state governor, Malam Nasir el-Rufai over deteriorating security situation in the area where bandits move around market places with AK47 riffles.
The copy of the letter obtained by Elanza News, was signed by Muazu Idris for the Birnin-Gwari Security Forum.
The letter was also copied to the GOC, I Div Nigerian Army, Kaduna, CP, Kad State Police Command, Director State Security, Kaduna, Administrator, Birnin-Gwari Local Government and Birnin-Gwari Emirate Council.

We are constrained to bring to your notice the escalating and alarming level of insecurity along highways leading to Birnin-Gwari town, surrounding villages and vast forest reserves. Birnin-Gwari is under siege by camps of armed bandits, rapists, cattle rustlers and kidnappers mostly youth hiding in adjoining forests around us. The entire local government and the surrounding communities are leaving in palpable fear of the unknown and at the mercy of criminals. Locations that are hitherto safe have suddenly turned to places of comfort for armed bandits operating at any time of the day.

Sir, reports have it that in Doka Village and Kungi-Gari (15 KM away from Birnin- Gwari Town) bandits attend local markets brandishing AK47 in the open without any challenge by security agents. About two weeks ago, they abducted a member of KSHA representing Birnin-Gwari.

Furthermore, on thursday 15th June, 2017, two female students of Kaduna State College of Midwifery and a staff were abducted, another batch of three were kidnaped 10KM from Kaduna on the way to Birnin-Gwari at gun point and in all of these cases parents and well-wishers were compelled to pay huge a ransom largely determined by the criminals to secure the release of their loved ones. About three weeks ago, a car conveying NYSC members was intercepted along Birnin Gwari-Funtua axis and all the female corps members were allegedly raped by the bandits. There are cases of coordinated raids on Mando village, Unguwan Mayana , Gwaska, Kuyello, Kungi villages, to mention a few with recorded cases of loss of lives and hundreds of cattle rustled.

Sir, observers are of the opinion that the modus operandi of these hoodlums which often involved the use of military fatigues, possession of assault weapons and organising themselves into camps in the surrounding forest reserves bears resemblance with that of Boko Haram .

As at present our ancestral town of Birnin Gwari is encircled by blood thirsty gangs’ moving freely from one end of the forest to the other across Kebbi, Zamfara and Niger state. Ultimately, the target may be Birnin Gwari town unless proactive and pragmatic approach to quelling this menace is urgently looked into.

Our understanding of the surge in number and spate of attacks may not be unconnected with the non inclusion of Birnin Gwari forests in the ongoing operation “Harbin Kunama” at neighboring forest of Zamfara and recently Rijana along Abuja highway which forced criminal gangs to seek refuge in the vast forest reserves in Birnin-Gwari . We are paying direly as a result of the activities of these criminals. Many could not travel home to celebrate Eid. The story is either that of armed robbery, kidnapping for ransom , an innocent person killed, women raped, cattle rustled and must frightening is our inability to access and cultivate our farm lands.

May his Excellency note that Birnin Gwari remains a major hub servicing the need of other parts of the country and beyond of various cash crops and livestock therefore needless to say that farming is our pre-occupation. It is also a tourism center due to the enviable biodiversity profile of Kamuku National Pack located within the local government and distinctively the best remaining blocks of Sudan-Guinea Savanna in the country’s protected area system attracting tourist from different parts of the world. Furthermore, recent establishment of solid mineral extraction company by the Ministry of Solid Mineral Resources attests to the economic viability of this area. We are therefore poised to strategically contribute to the economic diversification effort of both State and Federal Government while meaningfully contributing to the growth of our GDP non-oil wise.

May His Excellency note that we are aware of the complexity of the task ahead and the demand resource wise. We also acknowledge previous efforts by the Government of Kaduna State and other security formations to stem this tide of lawlessness which recorded remarkable results as evident by the sudden drop in the activities of these bandits and the number of cattle recovered and handed over to the rightful owners. We equally believe in the ability of Kaduna State Government to reach out to Federal Government, neighboring State Governments and all security formations so as not to only minimize the carnage in our locality but bring it to a perpetual end.

We therefore appeal to His Excellency to use his good office to declare state of emergency and devote time and resources to save us of these harrowing scenarios.  Failure to urgently act will not only cripple us economically but pose serious security threat that will be difficult to curtail.

While composing this piece, we were told of the presence of few security personnel along the highways leading to Birnin Gwari. If this story is anything to go by, then kudos to the government we massively voted into power.

It is however expedient to state that any strategy by security agents that restricts operations on the highway alone will be an effort in futility until the surrounding forest is adequately combed and the planned siting of military rapid response squad in Birnin Gwari town is actualized.

We equally call on His Excellence to support the local council to establish vibrant vigilante and as a matter of urgency restore highway patrol and occasional aerial surveillance on Kaduna-Birnin Gwari road as well as major highways that connect motorist from other parts of the country to Birnin Gwari town so as to halt daily cases of robbery and kidnapping in and around area.
